Belmont Bay Drive/Express Drive Update
As a supplement to the update in the newsletter, I wanted to take the opportunity to explain the progress of the developer's efforts to complete Express Drive/Belmont Bay Drive. In what has been an extremely long, arduous, and complicated process, we have submitted a revision to the approved plans to Prince William County and VDOT that will hopefully enable us to complete the road in its entirety. Once this revision is approved, we will construct the improvements that the revision proposes, ask the county to release our bonds, and subsequently go through the process of having the predesignated roads accepted into VDOT's system. The Potomac Heritage Trail is included as part of this revision. In due time, we expect the county to release the bonds held on the road, and ultimately, have VDOT accept the designated public streets into their system.
Osprey Golf Club & Osprey's Landing Restaurant
Osprey’s Golf Club and Osprey’s Landing Restaurant is transitioning to new management. Ownership remains unchanged, however, Ospreys Golf Management, LLC has been formed to assume responsibility of the day to day supervision and management of the golf course and restaurant. Ospreys Golf Management, LLC is under the corporate umbrella of Billy Casper Golf, LLC, which runs over 65 golf courses nationwide. The reason for this change is to provide our customers with an overall better golf and dining experience. Billy Casper Golf has the experience, resources, and efficiencies to make this happen. You will still see the same smiling faces of our employees, and it is our hope to continue to grow our customer base by providing the ultimate customer service experience.

Shoreline Stabilization Update
Many of you have been wondering about the activity along the shoreline, and may have been under the impression that this was related to the Science Museum. To dispel any rumors or misinformation, the work being completed is a requirement from the county. After Hurricane Isabelle swept through in 2003, much of the shoreline was further damaged by the already eroding soil in the Resource Protection Area. Plans were engineered and submitted to the county and the various state and federal agencies in late 2003 to obtain permission to complete the stabilization of these areas. The plans were finally approved in May of this year and work commenced shortly thereafter.
Please be advised that the Potomac Heritage Trail will eventually be installed along these sections. If you are not familiar with the Belmont Bay portion of the Potomac Heritage Trail, it will run from the northwest corner of the overall property all the way down to the southeastern border. Some sections are already in place, but the road plan revisions that are currently being reviewed by the county will provide pedestrians with a permanent path along the main stretch of Belmont Bay Drive from Potomac Path Drive to the first roundabout in the town center. Future sections are being engineered to complete the trail, which will be an excellent addition to the community. As we all know, these plans take time manifest into reality. You may not see immediate progress, but know this is an integral part of the master plan which we are dedicated to providing. Eventually the trail will feature historical markers and educational areas for users to take in the wonderful views of the Belmont Bay. We hope to be able to incorporate the Heritage Trail with opportunities associated with the Science Museum of Virginia. This is an extremely exciting prospect for the community, which we hope will materialize.
Parking Lot on Harbor Side and Fleet Street
A temporary parking lot has been installed in the town center at the intersection of Harbor Side and Fleet Street. This will be used to accommodate the displacement of the marina parking during the construction of Block C, where the current parking is now located. Construction will not begin for quite some time as we are still planning and designing what will be located on this land bay.
Comstock Homes, Inc Update
Comstock is in the process of developing 600 age-restricted units per the Belmont Bay Master Plan. The first phase will consist of four mid-rise buildings, each containing 28 units. Three residential buildings will be built in the second phase, which will contain the balance of the units that will border along the 17th and 18th holes of the golf course. The first building is almost under roof, and plans for the accompanying amenities center for these units are being reviewed.
Attention All Homeowners and Visitors
It was come to our attention over the past few months that the homeowners have been using the golf course for their private use. To dispel any misunderstanding, this is not permitted. For safety and liability reasons, access to the golf course is only granted to paying golf customers and employees of the Osprey Golf Club. No bicycles or pedestrians should be on the premises for any reason. Please understand that the Ospreys Golf Club is a public, daily-fee golf course, but it is a privately owned business with no expense to the Homeowners’ Association.
Also, please note that the use of the marina is for slip holders and their guests only. Fishing, kayaking, swimming, and recreational activities other than boating are not permitted at the harbor. Safety is of the utmost concern. If you are not a slip holder, please do not trespass onto the docking area.
Science Museum of Virginia
The Science Museum of Virginia has had a difficult fundraising campaign so far. The state has approved funds for maintenance and upkeep of their existing museums, but have not authorized funds for new projects, such as the one planned for the Belmont Bay location. We encourage everyone in the community to contact their local officials and state representatives to support the Science Museum and help make this wonderful and educational opportunity a reality. Coffee Club Cafe
We are proud to introduce The Coffee Club Café, a prime addition to the wealth of conveniences that the Belmont Bay Community offers its residents. The Coffee Club Café, opened in October, 2005, is situated within the Belmont Bay Community, just a short, scenic walk from the Ospreys Club House, the marina, Belmont Elementary School and the pool and tennis courts. Because the café is inside the Woodbridge VRE Station, at the corner of Express Way and Dawson Beach Road, it is easily accessible to both the VRE commuters and the community’s morning drivers on their way to either I95 or US Rte 1.
The café carries all the necessities for Belmont’s busy commuters, retirees and at-home mothers, including exceptionally well-prepared hot and frozen coffee/espresso beverages, creamy fruit smoothies, rich dessert beverages, fresh baked goods and our local and national newspapers.
To make the busy lives of Belmont Bay residents easier, the café is excited to present a unique array of concierge services to its Coffee Club Members. Drop-off service for items like library books, dry-cleaning and Blockbuster movies will be provided. Discounted referrals to, and house key pick-up and drop-off for, reliable local service providers for such popular common tasks such as housecleaning, auto washing, pet watching/walking, house sitting, baby sitting, pest control, and house painting will be offered. Restaurant recommendations and reservation booking will be offered as well.
The owners of the Coffee Club Café, who live in Belmont Bay, are always available (and eager) to listen to your suggestions and recommendations about the café. With an already strong sense of community here, the owners, Kim and Rob, hope that the café serves as yet another incentive for residents to come together. They have always envisioned the café being used by their neighbors for local meetings and small celebrations or simply as a place for people to get together and chat. The cafe is situated inside the Woodbridge VRE Station, a lovely red brick and tin-roof colonial structure designed to hearken back to the turn-of-the-century when railroad stations were the heart of the local community. The interior of the café was put together to stay true to that sense, with warm colors, soaring ceilings, traditional cherry wood furniture, brass touches and oversized paned windows. On nice days, patrons can enjoy the cross breeze and the sounds of the passing trains while lounging outside on the brick patio. We look forward to seeing you there!
